Faster Autocannons

All ballistic autocannons (not turrets) have been sped up to have a fire rate closer to modern combat aircraft.
Damage has been scaled down to make the DPS similar to the vanilla weapons, but the ammo capacity has been increased so you don’t chew through your ammo too fast.
Also affects enemy/NPC ships with autocannons
