ShiverSpeak - Trackers Alliance Ship Tech and More

ShiverSpeak - TA provides you with a fully functioning ship tech in the Trackers Alliance HQ, selling Trackers themed ships of B and C class made with vanilla assets. There is also a Quest line delving into his home town, which can be started by finding his RnR request slate inside the HQ.
- ShiverSpeak himself is complete (minus voice acting), as are the ships he sells. In later updates he will also sell Tracker themed habs, but that has yet to me implemented.
- main quest has been continued and the side quests has been added to Spaniel's Leap -should have fixed the bug where faces were missing
-Main quest currently ends at looking for "Snap and Crackle" so don't bother looking for them yet, they're still hiding!
- This mod requires the Ship Vendor Framework
