Heller's Expert Cutter

This mod is a simple replacement of Heller's Cutter with a version that is a little heavier, but has better damage (including melee), range, ammo, and charge time. I wanted to help set his cutter apart a little more, so I felt this gave it a bit more usefulness for early to mid-game mining and combat in a pinch.
This only affects the Leveled List associated with Heller's Cutter, so there should be no mod conflicts unless something else touches the same list.
