Starborn Ships Rebalance - Extra Buffs

Buffs the Starborn Guardian Ships while still keeping their stats in line with vanilla balance. This version also buffs damage and shield regeneration rate.
Changes:
- Larger Cargo and Shielded Cargo Capacity, increasing with each unity up to Guardian VI,
- Increased engine boost regeneration rate
- Faster Shield Regeneration rate
- Increased Solar Flare Beam damage (SOL)
- Added EM damage to the Solar Flare Beams.
Also a tiny fix for the vanilla issue where the Guardian II has slower than intended boost regeneration rate (0.15 increased to 0.35 with my mod).
Small plugin mod. Safe to install mid-playthrough. Safe to overwrite the other version of the mod with this one.
