Acquire Starborn Powers With Quantum Essence.

Adds a Starborn Trainer to the Stoneroot Inn in Akila City, next to the stairs.
Talk to the trainer to trade 1 essence to:
- Acquire a new power if not yet acquired.
- Level up a power, up to level 10.
You therefore no longer have to do temples to earn powers, while introducing another gameplay acquisition method for those who don't want to cheat. Works similarly to Shouts acquisition.
