Freestar Space Encounter Hostility Fix

This mod makes the Freestar Security Faction enemies of Crimson Fleet, Ecliptic, Spacers, and Va'ruun, to cause them to properly attack each other on sight. It is a light master, and will only conflict with another mod if that mod modifies any of these 4 hostile factions.

Crimson Fleet, Ecliptic, Spacers, and Va'ruun factions are all set to enemy status with the "Freestar Faction." However, that faction only includes certain security guards at Freestar settlements, not their ships. Freestar ships that are involved with space encounters are in the "Freestar Security Faction," which in turn is set to enemy status with Ecliptic and Ecliptic alone, for some reason.

The result of this is that during certain space encounters, you may find a group of Freestar Security ships just chilling with supposedly hostile ships. Neither side initiates combat. This is especially noticeable if you have your ship powered down for stealth; it is pretty much a Mexican standoff in space. If you power up and get detected by the hostiles, they will attack you, and the Freestar ships won't lift a finger to help, even if you have joined the Rangers.

There are certain space encounters where Freestar ships do properly aggro on enemies, but after looking at the quests that control these encounters, it looks like this is done via scripting, as opposed to faction relations logic. I have no scripting knowledge but I'm guessing the issue is either related to the script, or maybe certain trigger markers in the space cell where the encounter takes place.

If any of the Community Patch team are reading this, you are welcome to roll this into the patch if it is deemed an acceptable fix. I know it's not as surgically precise as looking into the encounter scripts and triggers, but that is above my pay grade.
