Adds new learnable skills to the game.
・Outlaw Precision kills grant a reload speed buff for 10 seconds. This was inspired by "Destiny 2".
・Adrenaline Each time an enemy is defeated, a buff is granted that increases weapon attack power for 20 seconds, and the increased effect is cumulative for up to four times. Recreate the adrenaline of Fallout76 with Starfield.
・Fire Rate Enhancement System Increases the rate of fire of spaceship weapons.
