Delay Shattered Space

This simple mod will do two things. The Shattered Space DLC will not before the character is level 20. The DLC will also not trigger inside one of the core systems: Alpha Centauri, Sol, Wolf, Toliman, Cheyenne, Kryx, Narion, Valo, Volii, or Porrima.
(It seems odd to me that a Va'ruun starstation could appear in a claimed faction's system and not trigger a massive panic and response, so I've addressed that as part of the quest trigger.)
