Improved Skill - Weight Lifting

Weight Lifting doesn't really increase your carry weight enough to be worth taking most times and Starfield is so much more stingy with carry weight than any other Bethesda game so I decided to improve it just a bit.
New values are: Rank 1: 10 -> 25 Rank 2: 25 -> 50 Rank 3: 50 -> 100 Rank 4: 100 -> 200 (The stagger component is unchanged)
