Improves the Astrodynamics skill.

Rank 1 now increases grav jump range and decreases fuel costs by 15%.

Rank 2 now increases grav jump range and decreases fuel costs by 30%.

Rank 3 now increases grav jump range and decreases fuel costs by 45%.

Rank 4 now increases grav jump range and decreases fuel costs by 60%.
