Fog of War

This mod adds a number of new weathers to the game, mostly variations of ground fog. There are also new desert weathers, some heavier precipitation, volcanic eruptions, and more. The climate lists are more focused (no more foggy deserts or clear wetlands), and the probabilities of the weathers that are left are flattened, which means you should actually see more weather variations. This also edits the climate data of Neon, New Atlantis, Akila, and Gagarin, giving them more varied and appropriate weathers. Weathers now last 2-3 hours (8-12 minutes) with a 2 minute transition (on planets with a 24 hour day; duration is proportional to the planet's rotation).
