Mass Matters: The more/less you carry and the higher/lower the current gravity combine to affect how fast you move.
Speed is a Spectrum: 1G and 50% Mass defaults you to 100% speed, anything below that will gradually make you move FASTER, and anything above that will gradually make you move SLOWER (chems/perks will stack unaffected on top of this).
Individual Options: Extensive options to tailor the effects how you prefer.
Choose Wisely: When overencumbered you will automatically drop to 50% speed (unless the mass gameplay option is set to 'OFF').
Don't Worry: This is compatible with everything, even other mods that affect player speed, although you may encounter unintended effects depending on how they accomplish it. Safe to install or uninstall at any time. Set both settings to 'OFF' before uninstalling, just to be safe.
