X-Tech Harvesters Enhanced

Removes the X-Tech Power Core ingredient requirement (player base buildable version only)
Adds Commercial and Industrial model X-Tech harvesters
Increases the base X-Tech output

The Commercial and Industrial versions are similar to other solid resource harvester versions. They have increased output and power requirements. As with other resource harvesters, they require points in Outpost Management.
