Galactic Level Overhaul increases the base level of every star system by 50 levels and raises the maximum level setting of every system to 255. It also increases by a bit the rate in which legendaries enemies appear.
Low-level systems remain easier than the galaxy’s most dangerous regions, but the entire system-level progression is shifted upward. This allows a much larger portion of the galaxy to remain relevant for high-level characters
Main Changes
Increases the base level of every star system by 50
Sets the maximum level of every star system to 255
Preserves the original level differences between systems
Makes previously low-level regions more appropriate for experienced characters
Expands the number of systems available for higher-level exploration
Helps prevent large portions of the galaxy from becoming trivial at higher player levels
Base System Levels Every star system retains its original place in Starfield’s progression. The mod does not set every system to the same base level.
Instead, 50 levels are added to each system’s original level.
Examples: Original Level 1 System → Level 510
Original Level 10 System → Level 60
Original Level 25 System → Level 75
Original Level 50 System → Level 100
Original Level 75 System → Level 125
This means lower-level systems will still be less dangerous than higher-level systems, but the entire galaxy now begins from a significantly higher difficulty baseline.
Maximum System Level
The maximum level setting for every star system has been raised to 255.
This does not mean that every system or enemy will automatically be level 255. It raises the system-level ceiling, allowing systems and their associated encounters to operate across a much higher level range when the game’s scaling and encounter calculations permit it.

Player level
Encounter-zone settings
Location-specific records
Quest-controlled enemies
NPC level restrictions
Starfield’s internal scaling rules
Other installed gameplay mods
