Starfield High Pitch SFX Tinnitus Fix

A bunch of Sound Effects in the game have tinnitus inducing frequencies in the 15khz range for some reason, this mod adds a low pass filter to them at 10khz.
Current Sounds FIxed:
- Opening/Closing the Scanner.
- Opening/Closing the Menu.
- Opening/Closing the Missions.
- Opening/Closing the Starmap.
- Opening/Closing the Inventory.
- Opening/Closing the Skills.
- Opening/Closing Terminal windows.
- Completing a scan.
- Scanning progress.
- Starmap Scans.
