Bounty Target Spacesuit Fix

PLAYSTATION UPDATE AND 1.16.236.0 (FREE LANES) COMPATIBILITY Bounty Target Spacesuit Fix requires no changes for the new game update, PC and Xbox players can continue to use the existing version.

DESCRIPTION Bounty targets from the Tracker's Alliance, the ones you need to scan and confront, don't have a default spacesuit set and will therefore not wear one even if they're walking around outside on planets where they should be wearing one. This fix corrects that and means they'll now have one of the various standard civilian spacesuits. No more superhuman criminals walking around on the surface of Venus in cargo pants!

This won't be compatible with any other mod that alters the NPC record for bounty targets.
