Easy Shared Outpost Container

Building the shared outpost container normally requires both Outpost Management Rank 4 and Outpost Engineering Rank 4.
This mod removes the skill requirement and charges credits instead. In addition to the normal build resources it costs 5,000 credits. Think of it like paying the Trade Authority to run a "Supply Line" between your outposts.
