Chameleon alternative visual effect and gun sights fix

BACKGROUND This is a bug (or "feature") that predates Starfield itself by quite a few years; since Fallout 4 it's been almost impossible to properly aim a weapon with iron sights or reflex sights in first person while wearing armor that has the Chameleon effect due to the weapon sights also becoming invisible. In Starfield this also applies to the higher ranks of the Concealment skill, forcing you to either guess where you're shooting or switch to third person to get your reticle back.
I made this fix a couple of years ago now and didn't bother putting it on Creations as others had made alternative fixes for it too. But as I've been checking all my mods for compatibility with the 1.16.236.0 update anyway, and now we have PlayStation players joining us too, I may as well add it here.
DESCRIPTION I've made a very simple change, and switched the effect to a membrane (surface) one instead, see the video for an example of what this looks like. You can still tell when Chameleon is in use thanks to the surface effect, which is very subtle on the weapon when up close but increases with range, making it still a somewhat believable effect to have for a personal stealth system.
This is purely visual and does not negatively affect your stealth at all. It will affect the player and all NPCs that use Chameleon (i.e. followers like Andreja and Sophia) but will not affect Void Form, as that would also negate the Void Form ability of some Starborn enemies.
