Update: Fixed Missiles not increasing skill progress.

Adds a new expert-tier skill to the Tech tree called Weapon Recharging Systems that increases the rate at which your ship's weapons recharge.

Rank 1: Ballistic and Energy ship weapons recharge 33% faster. You must deal 1,500 damage with either ballistic or energy ship weapons to rank up. (I chose to make these recharge faster than the other weapons to keep with the vanilla game's idea that they recharge faster than particle weapons when their respective skills are being used and to give them an edge over particle weapons, even if it's still pretty small.)

Rank 2: Particle and EM ship weapons recharge 25%. You must deal 6,000 damage with particle ship weapons to rank up.

Rank 3: Missile ship weapons and turret ship weapons recharge 25% faster. You must deal 15,000 damage with missile ship weapons or turret ship weapons to rank up.

Rank 4: All previous bonuses are doubled.

This means that at max rank, Ballistic and Energy ship weapons will recharge 66% faster and Particle, EM, Missile, and Turret ship weapons will recharge 50% faster.

Since this just adds a new skill and doesn't touch anything else, this is compatible with anything.
