Starfield Crime Overhaul looks to expand the existing crime mechanics by adding witness system and new types of crime.
How does the witness system work? Either on-foot or piloting your ship in space, each time a crime is committed, any NPC who can see the player is added to a list of witnesses. The bounty is added to a running total against that faction until a witness leaves the area or the player does. Witnesses are carefully selected, some exclusions include that a potential witness cannot be under the effects of social skills, in the bleed out state, KO’d by EM damage, within the player’s faction, a member of the active crew, or an active follower.
How are witnesses removed? Witnesses can be convinced to stay quiet via social skills (diplomacy, intimidation, or manipulation). Alternatively, the player can down (put them into the bleed state) or kill a witness.
What happens when all the witnesses are removed? Your bounty is removed.
How can I tell if someone is a witness? Witnesses in a direct line of sight have a yellow highlight when viewed from your hand scanner.
What new crimes does SCO add? If witnessed:
- Indecent exposure
- Aiming your weapon at a close by NPC
- Firing your weapon where a bullet hits next to a nearby NPC
